Jack Coley
President / CEO

Jack has over 30 years’ experience transforming Military, Government, and Corporate entities into world-class organizations. He is an Air Force Veteran, results-driven executive, and successful entrepreneur that thrives in driving innovation and change in and across organizations.
As President and CEO of Coley Associates, Inc., Jack drives overall business strategy and execution. Since its founding in 2001, he has led the company to double-digit annual growth and expanded business to Government and Corporate clients throughout the United States.
Jack has a proven record of success in Government, Corporate and entrepreneurial environments. His philosophy is to serve with integrity, authenticity, and passion. As a retired Air Force Veteran, Jack is committed to developing solutions that serve our military Veterans. He is an Emeritus Ambassador of Vistage International, a CEO advisory group providing advice and support to other CEOs.
He received his MBA with Honors from Webster University and has undergraduate degrees business and logistics management.
Michael Meadows
Senior Vice President

As Senior Vice President, Michael is responsible for leading and managing Coley’s Government Services division by overseeing the delivery of innovative solutions that exceed our customers’ expectations on schedule and under budget.
Michael’s career includes more than 30 years of varied program/project management, software development, training technologies and product management experience with industry leaders, such as Southwest Research Institute, IBM, Rare Medium, ICx Technologies and GlobalSCAPE. He has held roles as Principal Engineer, Program Manager and Director.
He has successfully managed programs with geographically dispersed, multi-disciplinary teams for both government and commercial clients. Michael has been certified by the Project Management Institute as a Project Management Professional.
Michael received his B.S. in Computer Engineering, cum laude, from the University of California, San Diego, and M.E. in Engineering Management from the University of Colorado, Boulder.
Jim Vinarskai
Senior Associate

Jim assists with implementing Coley’s business development strategies targeting federal, state and local government. Using his 35 years of experience in federal government and private industry, Jim helps develop new business strategies, identifies new opportunities, and develops teaming relationships.
Prior to joining Coley in 2001, Jim held a senior position at USAA’s Information Technology Company, ITCO, where he worked with ITCO leadership in promoting and integrating new technology enterprise-wide, which required business planning, marketing, and management studies and analysis. Prior to USAA, Jim held various leadership positions with the Department of the Air Force and Department of the Army where he developed experience in management, strategic and technology planning, engineering, technology transfer, business development, research and analysis, and marketing. Jim has had a progressively challenging and highly diversified career. He has held positions as an engineer, operations research analyst, technology and business planner, technology manager, business developer, and senior executive.
Mr. Vinarskai received his M.S. in Electrical Engineering in Bioengineering from the University of Nebraska and his B.S. in Electrical and Electronics Engineering from North Dakota State University.
Janet Williams

Dr. Janet E. Williams is a strategically focused executive with over 25 years of experience in Government and private industry. As Director, Human Capital and Performance Consulting, Janet is responsible for developing and delivering human capital solutions that help our customers create high-performing organizations.
She is an Organizational change agent with over 20 years of progressive experience in public sector workforce development, organizational development and training.
Dr. Williams received a BS in Accounting from Hampton University, a Masters of Business Administration from Troy State University and has earned a Ph.D. in Public Policy and Leadership; from Walden University.

As the Director of Coley’s FedMap Learning Community, Mike is responsible for all aspects of the development and delivery of training solutions and business development assistance to small businesses.
FedMap is our innovative, multi-faceted learning community focused on providing tailored learning solutions that accelerate small business growth in government contracting. FedMap delivers specialized training, tailored coaching, access to myriad resources, and peer support that empowers small businesses to find, secure, execute, and maintain government contracts. To Date, FedMap has helped participants win over $3 Billion in government contracts. FedMap is funded in part through a Small Business Administration (SBA) grant.
Mike has over 20 years’ experience designing, developing, and delivering innovative training solutions to government organizations and small businesses.
Michael received his B.A. from Auburn University.

Coley was selected from more than 2,100 entrants and received a Gold Award for its work to design and develop an engaging eLearning course titled, “Customer Relationship Management Unified Desktop Training” for the Department of Veterans Affairs, Veterans Relationship Management program office. Coley was also awarded for the design and creation of its Smart Burst™ training video designed to deliver information in short, animated video bursts.
