(San Antonio Texas – May 10, 2018) – To sustain and strengthen the
capacity of HBCU’s an exercise in competitiveness enables federal
agencies to compete for and win federal and private sector investment
opportunities. Coley & Associates, Inc. a verified Service Disabled
Veteran Owned Small Business worked with the Veterans Benefits
Administration Acquisition Academy Strategic Initiative Staff to conduct
an Interest Mapping Exercise for the creation of Interagency
Competitiveness Clusters. Participants from over 20 Federal Agencies
attended the session held at the Lyndon Baines Johnson Building in
Washington D.C. to discuss how the federal government can best serve the
nations Historically Black Colleges and Universities (HBCU).
Coley’s team of experts helped the federal agencies identify, align,
sort, and collect programs and initiatives that were on-going and
currently supporting the goals of the WHI_HBCU. Engagement around
Interagency Competitiveness Clusters (ICC) which are flexible,
adaptable, interconnected and broadly applicable units was effective to
build momentum and take on this charge. ICC’s have the potential to
create efficiencies within the Federal system, as clusters are an
effective tool by which to organize collaborative and actionable
leadership to implement Executive Order(EO) 13779. The Session focused
on the goals of the Interagency Competitiveness Cluster which are
to:

Create efficiencies within the Federal system to implement
Executive Order 13779; -
Provide high-leverage, collaborative leadership to advance HBCU
competitiveness; and -
Exponentially increase Federal agency contributions to HBCUs and
the people and communities they principally serve.
By aligning Federal system assets and creating shared strategies and
tactics, agencies can develop and implement programs and strategic
initiatives to improve the competitiveness of HBCUs and the people and
